Title: 4.0.17 Animated gif issue

In the "pictures" effect, the Animated GIFs play at a constant 1 frame per second.  The "Anim Gif Speed" does not seem to affect the speed, nor does the "Movie is 20FPS" check box.  I check Version 3.6.7 and the "Anim Gif Speed" works as it should.

I haven't looked into the guts of that effect but I do have a sequence I'm working on that uses an Animated GIF and I modified the speed with the Speed slider in the Layer/Timing tab.
