Release 4.0.19. New Effect , galaxy
This entire release is from Gil Jones.
Gil has created a new effect, Galaxy. I will let him describe it.
It is another SuperStar Like effect.
XLIGHTS/NUTCRACKER RELEASE NOTES:

-- enh (gil) Copy/Paste for multiple effect selection.
-- enh (gil) Added settings option to toggle between showing effect icons and backgrounds.
-- enh (gil) New effect: Galaxy (similar to SuperStar Spiral effect)
-- bug (gil) Prevent timings from being inserted over other timings due to rounding of position to time conversion.
-- bug (gil) Fix Model dialogues issues caused by sorting.
-- bug (gil) Allow 25ms and 100ms sequences and limit which timings are available to be added. Fixes #198.
