So I have created a few Views eg 'All Models' , 'Arches' , 'Matrix and Mega tree' etc with the intent that accordingly I can use these whilst sequencing to filter only the models I am interested in.
However , if I use one of these , the timing tracks for that sequence (eg xx_bars, xx_beats) do not appear because they are not part of the view which really is a global (across all sequence) view, where as the timing track is specific to that sequence only.
So , is there any way that I can retain visibility of the timing tracks for the sequencer and yet toggle between different views when sequencing ?
ie Ideally have the timing tracks always appear on the top, but the models only appear based on the selected view ?

You can associate timing tracks with a view on a per sequence basis. If you notice on the Display Elements dialog the "Add Models" button was changed to just "Add" because there is a Timings section in addition to the Models section. I need a way to allow timing tracks to not be in a View and you don't know it yet but you'll probably want the same thing. Wait till you get a sequence with 6 timing tracks including a Papagayo track that takes up 3 rows. The timings might take up half your screen and your going to wish you had a View that only had the 1 timing track you cared about. So for now you have a one time action to add the timings to the view for each sequence because timing tracks are not global and views are. I agree I don't like have to add the timing track to the view when I first start a sequence but I haven't decided the best way to handle that and still maintain the capability for timing tracks to not always be active. Once I decide you'll see it in the release notes.

If I then use that view (from seq x with timing xx_bars) in other sequences , then because the timing track is local to the sequence, it (xx_bars) wont 'appear' in the same view in the next sequence if that name (xx_bars) is not defined in sequence y ?
But if I have just used the default of 'Bars' in both , then the right one would be pulled into each sequence for the same view ? ie in seq x it would use the Bars timing created and stored in seq x and in seq y the Bars timing created and stored in seq y ?

Views do not keep track of timings. Timings are stored in the sequence xml and maintain a list of which views they belong to.
