Can someone explain to me what the black box is for on the layers tab?
Does it have a purpose?

This basically redefines the size of the model/group (on a per effect basis). So, if you only wanted the effect to render on the bottom half, you would leave the sides all of the way out, but bring the top line to the middle. Double clicking will reset to default, which is full size.
This option is different than masking, because the entire effect is rendered based on this new model size, where mask covers up what you specify.

I had trouble getting this to work at first until I realized the "handles" were in the corners, not on the sides.

This capability should probably be called PIP (Picture in Picture). You have 4 layers on a model. Each layer you can drage and define a different section of the model for its effect to render on.
Very powerful stuff. Thanks goes to dan kulp for implementing it.

I finally had a use for this feature. For a show I'm doing this week I have text scrolling in front of pictures on my P10 panel and it wasn't easy to read so I added a layer between the Text and the Picture and dropped an Off effect and then used the handles to create a black rectangle underneath the Text to allow it to be more visible while scrolling across.

Some of these new features (the adjustable Layer box) and the Video feature are making me wish for a faster PC. My quad core Phenom is showing its age in the render times. Faster processor, better video card and an SSD. Too bad I spent all my money on lights. :(
