Fill effect doesn't seem to work. I thought from the disruption it would chase to the % setting and fade colors. Mine just turn on and change color no chasing to the set %. Is there something else I need to do?

No it doesn't chase by default it goes to the position and just sits there. If you want it to move you have to use the ValueCurve to define how position is going to change over time.
