Ok,
I have successfully connected my two Aphapix16 controllers, and 4 LOR controllers, so I thought I could easily setup an older E682 with it.
I was able to connect to the E682, change some settings, and got it to test mode and my lights on my Boscoyo ChromaHat and matrix light up.
I added a new controller to my xlights setup, and then change the address on my Hat models to what I thought would work and I get nothing.
Anyone care to point out some obvious mistakes in my setup and configuration?
I have three models:
Hat outline
Hat Tassel
Hat Matrix
At the moment, the Hat outline is connected to 1-1 of the E682, and the Tassel to 2-1, and the Matrix to 3-1.
Attached are pics of the configuration.

Not sure if this will help or not, but you have universes 6-16 assigned to both controllers. That doesn't seem like it will fix the problem, but it does stick out.
The actual 682 and xlights addressing of the items looks right to me though.

Yeah I'd do yourself a favor and don't repeat universe numbers. You have 64,000 of them to use. Then when you enter the model info you can target the specific universe like #34:1 for universe 34 channel 1. You can do that now but then you gotta specify which IP address to target it to. Also in your xLights setup you only have the first 2 universes going to the SanDevices card set as 510 and the rest are 512. You need to make all universes going to that card 510.

Thank you both for your support and help. Doh.. on the duplicate universes.
I have fixed this and have updated my configurations.
Still cannot get the sandevice to responded when playing a sequence or using the test feature in xlights.
Attached are my new settings and config.

Looks like you have the outputs set to Unicast in xLights and Multicast on the SanDevices.

THANK YOU! BOOM! When I reset the card to reconfigure it, I forgot to put the card back in unicast mode.
Thanks for seeing the obvious when my brain thought I had moved beyond that point!
