Title: Import Notes/Re-Adjust Start Time Adjust

When using "Import Notes" to pull a MIDI file into a new Timing Track, there is the option of "Start Time Adjust" during the import.

Once I've imported, is it possible to go back and re-adjust (fine-tune) this Start Time?  I can't seem to locate this option.

Also, is PIANO effect the only effect that could use a MIDI track?

Only options are to shift everything in the sequence under the edit menu or select all the timings and manually drag them around.
