Title: xlights 2019.02 2d and 3d scroll bars not working

The scroll bars in the layout screen do not appear to work, they are shown and available but seem to have no backing code.  If you are zoomed in sometimes you are unable to view the parts of your layout.

Yep they aren't intended to work.  I'll remove them if seeing them is a problem.

Yea.. just figured out the holding down of the center mouse wheel to change the perspective myself.. ;)
