Title: 2019.31 Not Showing Display Elements

I'm trying to add elements to one of my views.
Right-click on a timing track (sequencer), choose "Edit Display Elements" from the drop down.
Nothing shows up.

Try to open "Display Elements" from the menu bar.
Nothing shows up.

Try to "View -> Windows -> Reset to defaults".  Nothing shows up.  Click on "Display Elements" in this default view, nothing shows up.

I'm hoping someone else has found this and has a work-a-round.  Kind of important as I'm trying to add props to my default/master view.

I finally found how to get it to show.
Went into View -> Perspectives -> Default Perspective
Made sure it was showing.  Saved it (as "Default Perspective").
Distributed the windows I wanted across my dual screens.
Saved the new perspective as "Dual Screens Big".

Now all I have to do is to delete the non-working perspectives and windows.

It takes 2 steps to make sure its back to original positions.  The Reset to Defaults you did and the Dock All command.

To be honest I was tired, and don't know if I did the "Dock All" as part of it.  Anyway, it is working now.  I've created my other perspectives and am humming along with it all.
