Loading x.32 thru x.37 displays a popup that this file is not found in the /xlights directory. xschedule loads after dismissing the warning. I can copy xlights.xschedule to xschedule.windows.properties and xschedule works fine.
Windows 10.

Right but as I said before that is because your shortcut to start xschedule is not right. If you delete your desktop shortcut and reinstall xlights and let it recreate the shortcut that should fix it.
