I forgot to mention earlier, I believe I had to reboot since, in my case, it was a system variable.
If that doesn't work, you could set the VAMP_PATH path to the 64-bit directory.

I too was quite frustrated.  Don't give up hope.

This is the problem I had ...

Check to see if you have an environment variable named VAMP_PATH.
The value of VAMP_PATH will override any directory you might have it installed.

You can check to see if VAMP_PATH is set by opening a Command Prompt and type:  SET VAMP_PATH
A colon separated path will be displayed if VAMP_PATH is set.
If not, you will see "Environment variable VAMP_PATH not defined".

To change or delete the VAMP_PATH variable, go to
    Computer -> Properties -> Advanced -> Environment Variables
This variable could be set as a user variable or system variable.

I chose to delete the VAMP_PATH variable and then install the 64-bit version of the VAMP plugin from the Xlights download.  Restart xLights and the VAMP plugin works!
