xLights Release 2016.15

Dan added undo (ctl-z) to LAYOUT
Dan added 2 and 3 point drawing mode in LAYOUT
Gil added red line to show up when drawing in LAYOUT. Shows 0,90,180,270 degree positions
ALL: Moved Windows release to wxWidgets 3.1.0.

Yeah the line is red when horizontally aligned points and blue when vertically aligned.  Plus if you hold down shift it will help snap the handle to those positions.
