What is the best method to lower the intensity of a single strand effect?

Brightness slider on the Color panel.

That is what I have been using just did not know if that was the best way. I use intensity on the static on effect.

Well there are many ways to do the same thing and they are all easy.  You could just use a color that matches the intensity you desire then you don't need to mess with sliders.  All lowering brightness does in reality is create a new color you could have dialed in yourself.
