Though I didn't first observe the "instructions" about how it affects a "layer below" and thought it was broken (my fault - RTFS)
Once I overlayed it onto a Pinwheel or Fan layer, it began to dazzle.
I did noticed that when I "randomized" to change effects, it kept deselecting "Canvas" and turning off the effect. There isn't a lock on Canvas (maybe doesn't need it) but maybe there's a way to stop Randomize on Kaleidoscope from turning off Canvas??
