glitching at reduced brightness?

I have a particular strand, a strip of 265 5V WS2812B leds, that performs smoothly all the time except when I turn down the brightness.  I adjust the brightness by selecting all the effects on the row for that strand, and do a bulk edit and adjust the number.  At 100 everything is fine.  The lower I go the more glitches there are until it is glitching continuously at around 30.  The strand is run by an ESPixelStick like the other 12 I have running currently.  All the other strands behave normally when brightness is adjusted.  It happens if I run from xLights or load the sequence onto FPP.  I noticed if I run a test from FPP or from ESPS control pages that the same thing happens, glitching occurs as brightness is reduced.  Does anyone know why this might be happening?  The glitching is bright white flashes that occur along most if not all of the strand.

Have you tried swapping things around to see if the problem goes with the controller or with the string?
