FPP HDMI and PI 4 - no hdmi on boot

Using the stock plug that comes with the pi4, I cant get a display upon boot up. Only after a boot up and  I plug the monitor (not a tv) do I get a display. I have tried a few settings on config.txt. No success.

Anyone have a working config?
