resize images and possible some adjustments for images

Currently I think that there are a number of of scale options. I would like a re size option to make an image larger or smaller.
And to put a cherry on top, contrast, saturation, and brightness

These all being part of the image effect panel.

You can already do everything you just asked for.  It may not be part of the image effect panel but for common items like adjust contrast, saturation, and brightness you do that on the Color panel.  We aren't going to duplicate those settings for every effect panel.  You also can scale and translate images in the Pictures effect using the start scale and end scale sliders as well as the center X and Y after choosing "vector" for the motion option.
