I have just noticed this in version 2022.4, but it may have also been in other versions...
When starting xLights, loading a sequence, and going into sequence editor, some of the windows that should have scroll bars do not have them. But if you take and grab the affected window and resize it, the bars will reappear. See the attached screenshot for an example. The 'Effects Settings' window in the lower left corner should have scroll bars visible.
