Unable to load RGB effects file

I get this message when I first  try and open 2016_11 and also now in 2016_12

then I get a message XML parsing error 'duplicate attribute' at line 351.

I think the file has gotten messed up

I have looked at line 351 in notepad++ but since I don't really know what I am looking for I could use some help. it did appear that I may have to setting lines

This is the bug referenced about a bad perspective. it is safe to delete the eprspective section in your xml file

1) Exit xLights
2) Launch Notepad++ and find the perspectives section.
3) Delete the lines  inclusive between
<perspectives .....
</perspectives>
4) Save and exit
5) Launch xLights
