I want to have my eave pixels and windows pixels look like a traditional christmas light strand. Red,white.green and blue. I have tried several differant ways but cant seem to get what I want.
Would anyone know how to accomplish this.

Have you tried the single strand affect using the skips Tab?

The two off the top of my head are single strand using skips (you may have to change render style to single depending on the model) and marquee.
You need to spend some time with all of the effects learning what they do. That only comes with time and practice.

Create a image say 3 pixels wide. Each pixel the colour you want then use picture effect with tiling
