More issues with LOR equipment

I am desperate and running out of time. This year I have added a mega tree and switched software from LOR to xlights. Setup has been problematic. I have 4 LOR CB100D in addition to an alphapix 16 controlling the tree. All of this seems to be OK, thanks to this board. Now I am trying to control an LOR cmb24d which I use to control 8 rgb floods. I also have a CTB16PC (gen 3) which I would like to use to control some old style lights.
I have the floods and the 16 channel controller set up as unit id 1 and universe 1.  The floods are channels 1-24. The 16 channel controller is set up as channel 25-40.

When I try to test the floods in DMX mode, channels 1-15 (5 lights) flicker like strobes. Channels 16-24 act as expected (3 lights). If I connect the LOR dongle and run a test, channels 1-15 act normal, and 16-24 do not light at all.

None of the 16 channel controller outputs turn on during a test.

Any ideas? I wanted to start my display this Friday, but I don't think that is going to happen.
Please help.

You can't arrange it like that.  There is no way to make a LOR controller start on channel 25.  You need to move it to unit ID #3 and start it at channel 33.  Or swap the order of the controllers and have the 16 channel device be unit ID #1 and the 24 channel device be unit ID #2 and it will start at channel 17.
