cut and paste row layers

I used to be able to cut and paste between different layer-rows, but this year's version of Xlights is not letting me.

1) Right-click on a row with some effects in it
2) Insert Layer Below
3) Right-click on the first Layer, select Row->Copy Effects
4) Right-click on the second Layer, Row-Paste Effects

Nothing happens.

Expect the rows to now be duplicated

use the model choice , right click on model list on left of work area, select model>left click>select copy effects.
 Goto your new model repeat steps but choose paste effects as the final choice.
Just make sure you have the same number of rows, i dont know if it adds them if the original has more rows than the target model.

that allows me to copy all the effects (including multiple layers) for a model, but I want to be able to just cut and paste a single layer like i remember doing in older versions of xlights

I'm pretty sure some copy/paste features got broken when the new features were added to allow copying all layers on a model.  I just haven't had time to investigate.
