Need "on" with random

I've been thinking and that's dangerous.  I would like to see what would be a static random effect.  This would give a colorful display to put up between playlists, during voiceover announcements, before the show and after the show.  Last year after the show ended I put a static faded green color on my eaves just to keep some light in the yard since I have all my other yard night lights permanently off during the show season.  I would not want to do random all night, but it got me to thinking about what I could do that would have some lights but not let folks think a show is playing.  Voila on with a random effect.

This could also be used on an indoor tree where your spouse does not want to see animated lights all night long.  LOL

Rather than just an 'on' effect, maybe a 'snapshot' of a current effect. Just like pausing a video and taking a picture of the element at that very moment.  I envision using these snapshots in a slideshow fashion (fading or cutting to the next picture) between the actual sequences themselves.  Having this sort of function would allow one to use all existing effects to create a static display element.

That is exactly what I did last year, now I want a random pattern and not a single color.
