How can I create a windshield wiper effect?

I want to include a windshield wiper effect in one of my sequences or you might think of it as a metronome that wipes across my whole house. I've attached a visual example to make it more clear. How can I accomplish this in xLights?

A pinwheel centred around the bottom with one arm may work.
