TIME LINE SCALING

I am sure I can't find the right place to look or the right name.

When using timeline sequencer, the scale can be moved horizontally which is great.  Is there a way to scale in the vertical direction so that what I am trying to move can be highlighted?

I think you mean move rather than scaled. To move effects vertically use the up/down arrows on the keyboard.

If you mean your rows are too thin there is a spacing setting in preferences

If I had a model with 50 vertical nodes and I would like to make a chase what is the best way to high light all so that I can drag the lower right cell?

It would be best to quit sequencing at the node level.  You can use a single Morph effect on the model to create a chase.  If you really need to highlight past the page try holding down shift to add to your selection.
