Anchor effect to Timing mark

How can I anchor the effect to a timing mark so that when I move the mark the effect moves with it

You can control click a timing mark and a effect, then move them together.  If you only select the edge of a effect, it will stretch or shrink with the timing mark move.  If you select the whole effect, it will move as is with the mark.
