I gave it a test on Linux - but wasn't able to see the behaviour you are noting.
Exactly what changes did make before restarting so I can try and reproduce better.

With the latest build .39 and using a backed up layout file, the issue is no longer present. However, I am experiencing problems with being unable to copy/paste in the layout tab as well as drag selection.
