vertical scrll does not work

Started adding additional models to a sequence today and when I exceed the limit of the sequencer screen I can not vertical scroll.  I right click on the scroll bar and I see scroll here..scroll up/down etc.
Horizontal scroll works fine.
Went back to release 4.0.17 and scroll works correctly.

So why did you go back 4 versions...is it broke in 18, 19, and 20 also?

I tried them all...they all have the same problem....no vertical scroll.

Ok thanks...that's help me narrow down which code changes to look at.  I seriously didn't think we touched any code that could affect scrolling unless it's something to do the the keybindings change.
