What are random effects and how to use them?

Is there a feature that creates effects to music timing marks without manually adding them?
Is the random effects feature talked about the way to do that?
If so how are the random effects enabled?
I thought I saw a video on here somewhere that showed random effects but just can't find it again.

To generate random effects in the sequencing grid, you first have to highlight the cells where you want the effects.  You need to have timing marks on the grid to do this.  Once you have the cells highlighted, right click and select random effects from the menu items.
