Do you mean the intensity sliders inside the On effect settings? Yes that's an easy way. You can select cells and hit 'u' for Ramp Up or 'd' for Ramp Down. You can use the Fade In and Fade Out settings under the Layer/Timing panel. So many easy ways to do similar things.
