We had issues with the last release trying to get a PDF created from the master copy that is hosted through Google Docs. I just checked that file, and all of the links are clickable and work to navigate through the document easier. My guess is that the PDF generation issues is spilling over into the formatting that is set up for making quick jumps in the document. I even downloaded a new PDF from the master document, and it too has the same problems. I'm blaming Google.
What's interesting, is all of the internal navigation links don't work in the PDF, but the external links do.
One of the goals (mine at least) is to get page numbers in the table of contents for everyone. Google Docs does not play well when it comes the TOC. We originally had this document in Word, which was great for page numbers and a auto generated index, but it was horrible for editing between 3 people in real time.
Once the season is behind us I would expect the manual to be ported over to a new platform (still being determined) that will hopefully help with the formatting and navigation better.
