Use the direct link on this wiki page as it's the most recent revision of the manual.  If you follow the link on the release page, it's a older outdated manual version.

Why isn't it updated? Would it not make sense to have an updated link right next to the most recent software release?

I currently  am putting the version number in the link.

is currently the latest. just go to http://nutcracker123.com/nutcracker/releases, first link is always the latest manual.

There's some confusion going on.  The release page user manual link points to version 27.  The wiki page direct link points to user manual version 31.
