Layout screen troubles

Seems something is going on in my layout screen, every time I click something it goes black and if i create anything it acts strange kind of animated this is a new old computer and a new install, i gave seen no other issues with graphics on this computer

This looks like you don't have accelerated video drivers.  Double check to make sure you have the latest drivers for your video card.   That said, if this is Windows 10 and an old computer, you may be completely out of luck.   Windows 10 drops support for accelerated video for a BUNCH of older video cards.   The only option is to drop back to Windows 7/8 that had accelerated video drivers or get a new video card.   (seriously if this is a desktop computer where you can swap out the video card, even the cheapest video card from nvidia would be a huge update)
