100 does not mean that your lights are at maximum brightness it means that the rgb calculation is left alone. After calculating an effect all pixels are multiplied by the brightness value. If 100% then everything is multiplied by 1.0, if 300% then everything is multiplied by 3.0, if 50% then by 0.5. I put this slider in 2013 so u could increase brightness on pictures or movies. This is when u have a dark scene and want it brighter. It can also be used to darken effects that are too bright. A butterfly effect has a 255 value on every pixel, use brightness of say 70% to dim it down. Another use is reducing current draw of your show. Use 50% and the max rgb value for brightness will be 127 (255x0.5). Most people do not notice this reduction. Nite, since 2013 we have added brightness curves at the model level. Set 50% on your megatree and it is adjusted for all sequences, all effects. The brightness slider us on a per effect basis.
