Layer settings buffer, layer blending masking confusion

Not sure if this is a bug or not but having trouble getting my brain around behavior when combining the layer settings, buffering options by limiting an effect to a portion of a model and then also using layer blending 1 is mask, 2 is mask options. I was expecting that if I have 2 effects on a model with one defined to the top of a model and one defined to the bottom of a model via layer settings (buffer tab) that using masking options via layer blending should not cause one effect to not show. I have attached a preset export that illustrates this. The top effect is set to 1 is mask which is causing the lower effect to not show. If you change the top effect to "normal" instead of 1 is mask both effects will show (top and bottom). Note this is not the actual effect I was trying to create and I realize no masking is needed in this case. This preset merely illustrates the behavior I am trying to figure out. In my actual effect which has three layers I do actually need to use masking and wanted to put the effect on the model multiple times (top to bottom) by using the "buffer" option.

Watched all 3 hours a while back. Very informative but don't think it covers this scenario.

I didn't look at the preset but if you set an effect to 1 is Mask and there is nothing underneath it then you get black.
