Timing of effects

HI Team, wondering it its easy or not, to have effects automatically size to a a complete run through by placing the length of the effect onto the grid, ie text would auto select the speed to complete the words for the length of time of the effect. A swag open or closing, bars moving across the  effect, spirals etc.
This would allow you to the change the settings to slower or faster as you needed, but you would at least know the original placement of an effect would be one rotation/completion of that effect regardless of the time in seconds selected. eg 1 sec or 10 sec's etc., the effect initially only completes once for that time period.

Some effects do work that way.  Some effects like Bars used to change speed as the effect length changed and it was always a pain for people to get the effect to match.  They would use it elsewhere and it would change speed because the effect was shorter.  Some of them were change to be constant speed no matter the length.  The reality is people sometimes want both types.  It would need to be done on a per effect basis and most effects would require a new option to enable which mode you wanted.
