Help Making an Effect

I have this idea for an effect and was wondering if anyone would be able to help me figure out how to do it (I'm assuming it's something with layer blending but I can't figure it out).

Basically, have the "Circles" effect going where there's 1 circle that's large and moving around the entire house. Everything that's outside of the circle is black and what you see inside the circle is the entire house doing an effect. So you are peeking in on what is going on underneath... kinda like there's a party going on and you can only see it through the circle.... if that makes sense?

So put a Circles effect on the top layer and change it's blending mode to "1 is True Unmask".
