I have been trying all different kinds of combinations and can't seem to get any of the other effects to produce what I want. I would love to have just a simple color wash that pulses(fades out from full brightness) that was simply adjustable by speed(pulse rate) slider

Yeah we just call it the On effect and you can ramp it up and down as much and as custom as you like once you learn how to use all the settings.

Or you can use the "color wash" effect and do a in or out transition for any time or per cent you desire from the "Layer Blending" window. If you develop one you like, save it in "Effects Preset".

Or use VU meter and pulse it using a timing track.

Yes that is what I do!  Layering and adding fades in and out makes vocal light syncs look amazingly real!  I have the Pulse on my mega trees and it goes up and down the the music full length!  Amazing affect.  Just play with the drop downs.
