Permanent vs Temporary Show Folder Changes

I'm looking for information as to what this new set of settings is.
Haven't found any updates to the user manual, nor any videos (that will come up) on it on the xLights site.

Please point me in the right direction so I can learn what this is all about, and how to use it.
