bug? - OpenGL version

during a check sequence I get this error;

Effect problems
    ERR: Sequence has one or more shader effects but open GL version is lower than version 3 (0). These effects will not render.

However I have OpenGL version 4.6 on my computer.
The effects do seem to render.

Others have reported this same issue. It's been reported that version .20 doesn't have the error.

One user reported that, like me, they are running OpenGL 4.6 on an Nvidia driver.

Installed .21 - OK
Installed .22 - OK
Installed .23 - Fail
