Changing the timing of an effect?

I have a sequence that I am trying to change the start time of the effects. I have changed the time, but the effects continue to start at the original start time. For example I have a song where I start all effects at say 27 seconds into the song. That is too early so I want them now to start at 28 seconds so I change the time in the sequence by simply inputting 28 seconds to replace the 27 second number. But the effects still start at the 27 second mark and not @ 28 seconds. I have even opened up the xml file and it changes the timing mark to 28 as it should. Any suggestions?

What do you have in the interval prior to that point?  If "nothing" then your original data was written into the XSEQ is is not being cleared.
Create a Black color wash from 27 to 28 seconds. That will erase whatever residual is there.
